In 2019, TFL rolled out the first phase of the Direction Vision Standard, which required HGVs (with less than a 1 star safety rating from factory) over 12 tonnes entering London to be fitted with a camera monitoring system, an audible left-turn vehicle manoeuvring warning and sensors. This was called the ‘Safe System’.
Fast-forward to 2024, and the compliance requirements were extended to the ‘Progressive Safe System’, which required all HGVs over 12 Tonnes with a safety rating of less than 3 stars to feature a Moving Off Information System (MOIS), Blind Spot Information System (BSIS), Camera Monitoring, Audio Warnings, and Side Underrun Protection.
This scheme has been built around reduction of incidents in London between Vulnerable Road Users (VRUs) and HGVs. But how successful has it been so far?
The impacts of the Progressive Safe System on Incident Reduction
As of the 17th November 2025:
- 50% reduction in deaths + serious injuries
- 71 people per year in 2017-2019 to 35 people in 2024
This means that there is a clear correlation between the scheme and incident reduction.
What’s next for DVS?
Whilst no official details have been confirmed, we know that:
- The scheme is part of ‘Vision Zero’ – aiming for 0 deaths – meaning progress still needs to be made.
- Previously, progression has seen the required safety rating go from 1 star -> 3 star – Could 5 star minimum be the next stage?
- There are talks of expanding the scheme outside London, as well as similar schemes being introduced internationally, for example in Milan.
