Balfour Beatty has set a standardised Human Form Recognition (HFR) specification for mobile plant to prevent collisions between machines and pedestrians.
HFR technology describes the Ai powered systems which provide alerting when a human is detected within a pre-determined detection zone.
This spec ensures operator consistency, industry-wide compatibility, and higher safety levels on construction sites.

Understanding the Scope of Equipment Covered by the Balfour Beatty Spec
The Balfour Beatty requirements currently apply to the following machinery types:
- Tracked Excavators ≥ 13t
- Wheeled Excavators ≥ 10t
- FT cabbed dumpers ≥ 6t
- Articulated & rigid dump trucks ≥ 9t
- Cabbed rollers ≥ 13t
- Telehandlers (all sizes, incl. Roto)
- Dozers (all sizes)
- Wheeled loaders
- Graders
The specification suggests that the following vehicle types will be included in the near future:
- Piling Rigs
- Crawler Cranes
This means the bulk of heavy machinery and plant will need an approved HFR system to operate under Balfour Beatty. Whilst not every piece of equipment is listed, to future-proof your install we suggest fitting the HFR system to all your machinery.
The exact system needed varies between vehicle types.
Core Technical Requirements of the Balfour Beatty Specification
There are stringent requirements laid out for the minimum required standard of the equipment.
- Multi-camera, modular design for zero blind spots.
- Always active when ignition is on.
- Detection accuracy > 95%
- Fail-safe alerts for camera faults/tampering.
The exact requirements differ by vehicle type, as we will discuss later on. Whilst this outlines the base requirements, the best systems offer customisation and interchangeable equipment- allowing you to tailor systems to drive real benefit past basic compliance.
What are the Detection Zones?
The detection zones required by a Balfour Beatty HFR system are designed to provide an early warning in an outer zone, and an immediate danger warning in a close proximity zone.
In most vehicles, the inner zone is at 0-2m, and the outer zone is 2-5m.
For articulated dump trucks over 9 tonnes, the inner zone is 0-5m and the outer zone is 5-10m.
You must achieve full detection coverage per machine type to comply with Balfour Beatty. This can include detection of up to 270° with recording zones of up to 360° for the larger machinery, with smaller machinery only requiring front and rear detection/recording.

Having a system fitted correctly with reliable equipment is vital to achieve this coverage successfully. Whilst some machines do not require 360° coverage, it is often recommended to fit this, future proofing your set up and providing a more effective aide for the operator.
Audible and Visual Warnings for Accident Prevention on Worksites
The audible and visual warnings required for the Balfour Beatty specification include internal and external alarms.
Internal warnings for the operator:
- Outer zone = subtle beeps.
- Inner zone = spoken alarm (twice).
- Visual display. Minimum requirement is an amber/red indicator with location shown.
External alerts (to pedestrian/worker):
- Outer/inner = repeating spoken alarms.
- Supervisor override for noise-sensitive works.
- Digital Thumbs up for approach- we'll break this down later.
Optional but recommended:
- CCTV display screen/monitor. The operator can choose to view alerts via a simple alert indicator, or via a monitor which enables greater situational understanding and helps manuevering.
Visual alerts must always remain, but Internal audio silenced when machine is in a “safe” state.

- External green/red light for authorised approach.
- Controlled by cab button linked to deadman lever status.
- Automatically reverts to red if machine moves or lever engaged.
- Must integrate with HFR alerts for consistent signals.
The system enhances thumbs up communication on site, ensuring both operator and pedestrian are aware of the approach- a major indecent reduction tool.
Data, Recording and Cloud Dashboard Reporting
The remote review and monitoring of footage is a key part of the requirement.
- Outer zone video stored locally; inner zone clips (10s) “thumb-nailed” for review.
- Min 250 hrs onboard storage for incursions & continuous footage.
- Must support over-the-air downloads and API integration.
- Required data fields: incident ID, location (lat/long), date/time, zone type, asset ID, supplier name, company name.
- Must connect to cloud portal for end-user access and review.
- Format & dashboard can be customised for each company.
